The following strategies should accurately reflect the needs of the investigation.

Although their principal aim is to locate and gather material, there are two other important aims. These are to:
- provide the victim’s family with a level of service that assists them to come to terms with the tragedy
- satisfy legitimate requirements for information about an investigation from partner agencies and the community
