Understanding the problem is the first step to tackling residential burglary. Developing an intelligence picture begins with strategic ownership at chief officer level. The principles of intelligence management should drive the strategic force response to residential burglary.

Daily monitoring of crime patterns will enable rapid response to emerging crime hot spots and help to identify and arrest prolific offenders. Longer-term monitoring will enable more strategically focused crime prevention – for example, CCTV or alley gating.
