Latest changes – partner agencies

Replace CLEAR guidance and strategic road responders agreement with most up to date version (left out in previous update).

1. Update links to the CLEAR Principles to 2015 version
2. Update references to the five year strategy to 2015 version
3. Instances of VOSA replaced by DVSA

Reflecting name change: Driving Standards Agency has become Driver and Vehicle Standards Agency.

Addition of a link to newly-published document: ACPO et al (2013) Strategic Road Responders Agreement.
